Summary: Self-financing of proper management of urban solid waste is a challenge for Brazilian
municipalities. Many of the management systems are not financially sustainable due
to the high costs of collection and transport, in addition to the lack of data on this
financial dimension due to the change in municipal management. As a result, this work
had os its main objective: to describe how the elements contained in public policies
influence the financial sustainability of Brazilian municipalities for offering the selective
collection service for the dry recyclable fraction. For this, a portfolio of relevant articles
was identified through bibliometric analysis using the Ordinatio Method, WHERE the
systematization and profile of this portfolio was presented. In addition, it was also
possible to illustrate and describe the interrelationships between the elements
identified by making a DCE with Vensim PLE® software. The results show that the
policy elements are the normative, planning, operational, financial, administrative,
social, educational, monitoring and supervision elements. Each one has an impact on
the contribution of promoting the sustainable selective collection service to
municipalities. The normative elements, for example, directly and positively influence
the planning, fiscal and monitoring elements. The economic and fiscal elements, on
the other hand, have a positive effect on the financial sustainability of waste
management. All these elements combined with an educational element positively
influence the segregation at source, the amount of waste sent for selective collection,
which will impact the costs linked to this service. In this way, when these elements are
integrated, developed and executed together, they promote a system, from
management to management, balanced and financially sustainable for the public
coffers.
